Haiti - FLASH : Repatriation of 10,000 Haitians per week, the great hunt has begun in the Dominican Rep.

On Wednesday, October 2, 2024, at the end of the meeting of the National Defense and Security Council, chaired by Luis Abinader, the Dominican Government ordered the immediate execution of an operation aimed at repatriating to Haiti each week up to 10,000 Haitians in an irregular migratory situation.

This decision is contained in a plan with 7 measures that seek to solve the problem of illegal migration of Haitians in Dominican territory.

The Spokesman for the Presidency, Homero Figueroa, read the Government's statements on the results of the meeting of the National Security and Defense Council

"Today, the National Security and Defense Council, chaired by the President of the Republic, met to address the situation of illegal migration from Haiti. Despite international support and the presence of the Kenya-led Multinational Mission to Support the Haitian National Police, results have so far been limited and the process is moving slowly. Faced with this reality, we are obliged to act decisively and responsibly to ensure the security and stability of our country.

In this context, we have designed a comprehensive 7-point plan that effectively addresses the growing concerns of citizens, prioritizing security and respect for human rights.

Points agreed at the Defense Council meeting :

1 - Strengthening border surveillance and control :
Additional measures will be implemented to strengthen border security, with the deployment of increased personnel and specialized equipment;
2 - The dismantling of human trafficking networks will be expanded :
Immediate measures will be taken to identify and dismantle the networks responsible for illegal human trafficking, with the collaboration of international and security organizations;
3 - Identification and assisted return of migrants:
A protocol will be established for the identification of illegal migrants and their assisted return, guaranteeing decent conditions and in collaboration with the Haitian authorities;
4 - Increase in human resources at the General Directorate of Immigration :
The number of inspectors and trained personnel will be increased, to ensure a faster and more efficient response in immigration processes;
5 - Increased use of surveillance technology :
Advanced technological tools, such as drones and camera surveillance systems, will be integrated to improve continuous border surveillance;
6 - Training of migration inspectors :
Migration inspectors will receive continuous training in crisis management, immigration control and human rights in order to act with professionalism and respect for the law;
7 - Construction and improvement of infrastructure :
Construction and renovation projects will begin in border control centers, inspection points and temporary repatriation camps to ensure the proper treatment of migrants."

After the intervention of Spokesperson Homero Figueroa, President Abinader stated that these announced immigration measures are due to the "slow" support given to the Haitian National Police by the international community "The countries that have committed, as well as the international community, to contribute to the pacification and security control in Haiti are doing so, while we have begun and continue to do so to a greater extent in the Dominican Republic [...] We do not need to give explanations to enforce our immigration laws, which are fundamental for any Nation [...] The Government reaffirms its commitment to protect national sovereignty and to address migration challenges with a policy that combines security and respect for human rights, in coordination with the international community and in an approach of regional cooperation [...] We had warned the United Nations : either all the countries that had committed themselves act responsibly in Haiti, or we will act responsibly in the Dominican Republic."
