Haiti - Economy : Expansion of the municipal tax base...

Wilson Laleau, Minister of Economy and Finance met with the Mayors of Carrefour and St. Marc around the possibility of mobilizing fiscal resources and establish various mechanisms to expand the municipal tax base.

While welcoming the efforts of these town halls in implementing vital projects in community management, the Minister Laleau reiterated his willingness to support these mayors to develop financial mechanisms to increase their tax revenues, what will allow to meet their obligations to the needs of the population.

Jude Edouard, the Mayor of Carrefour proposed that the Ministry accompanies the town halls through :

  • The introduction of municipal bonds, with the support of a bank guarantee ;

  • Access to advances of conditional bank funds ;

  • The strengthening of tools of Funds collect on Built Properties (CFPB) and collection of other taxes ;

  • Strengthening of the screening and Fiscal Control ;

  • The strengthening of the collaboration with the Directorate General of Taxes (DGI).

After this meeting, the Minister Laleau, has renewed his commitment to support the municipalities of the metropolitan area and other parts of the country for the recruitment of a firm able to conduct a census of the built properties of their respective town, in order to better assess the potential land revenue.
