8 months after the start of preparatory work for the reform of public finance, expected to play a fundamental role in strengthening public administration, the Ministry of Economy and Finance (MEF), held last Wednesday at Karibe Convention Center, a lunch debate on the reform of Public Finance.

A panel composed of the Minister of Economy Wilson Laleau, of Ronald Décembre, , Secretary of State for Tax Reform and Charles Cadet, Coordinator of the Commission for public finance reform and governance reform discussed with many guests including Rodon Bien-Aimé, the CEO of Unibank, Senator Jocelerme Privert, Chairman of the Senate Committee "Finance and budget", Carl Braun, chief economist Sogebank, economists Kesner Pharel and Eddie Labossiere and representatives of public institutions under the Ministry.

Recall that the objective of this reform is to strengthen the growth strategy for an economic overhaul, a key imperative to better direct economic actors (government, investors and entrepreneurs) in their decisions. "Good economic governance is the major axis of reflection and action to improve the effectiveness of public actions specifies the Ministry.

In his speech, the Minister Laleau stressed "[...] It is appropriate to act intelligently to register Haiti permanently on a path of accelerated growth and transformation into a learning, more just and egalitarian society. It also becomes imperative to some two-year of the presidential term to target priority to major and rapid impact actions and to do as much as possible within a participatory framework to facilitate a coordinated approach of actors and collective ownership of the reform to ensure its sustainability. This implies the adoption of a significant multi-year investment program, strategic investments, and implementation of appropriate policies and reforms for boosting growth sectors with high added value such as agriculture, agro-industry, construction and civil engineering, manufacturing, tourism, energy [...]"

This lunch debate was an opportunity to discuss the need to develop devices, capacity and state policies to ensure social stability : The actuation of citizens and communities, and effective management of regalian functions of the State in order to guarantee among other the right to justice, security and peace of mind, essential for private investment and the development of families.
