Speech by the Minister of Economy and Finance, Marie Carmelle Jean-Marie :

« [...] The Minister Laleau led this ministry in conjunction with the Ministry of Trade and Industry, and was able to give it a dynamic impulse that I intend to continue. [...]

I think here in particular to the creation of the Commission for Public Finance Reform and Economic Governance which was able to finalize the reform strategy in the medium term and is preparing to deliver the three-year action plan for the reform of public finances. I also think of all the initiatives in favor of the economy in general and the growth and employment in particular that deserve attention and respect.

However, and we look to the future, I would like detail with you quickly the highlights of our roadmap.

As regards public finances, we have to complete in the next few weeks the reform framework and the triennial action plan associated with it. I want that this is the path of excellence that applies to everyone and allows us to monitor progress but also the shortcomings and deficiencies that will, I assure you, duly sanctioned. This framework will allow us to deepen our dialogue with technical and financial partners and thus to ensure greater coordination of external support provided to public finances, whether budgetary support or assistance and technical expertise.

I also want the question of the Budget 2013-2014 is finally resolved in the next few days for initiating finally the preparation of Budget 2014-2015 to be approved by the Council of Ministers in June current before being submitted to Parliament within the statutory deadline. This budget will have naturally to ensure optimization of budgetary allocations in order to achieve the results set by the President of the Republic, and declined in the objectives of the Government in respect of major macroeconomic balances.

Concerning budget execution, it must be done regularly and smoothly, while ensuring strict compliance with the procedures and the need for effective government action. Neither laxity nor hinders this will be my motto. Therefore the mobilization and sound management of state resources to the height of challenges becomes a vital and unavoidable necessity, starting with tax revenues and customs that have experienced some weakness lately, while the implementation of single Treasury Account will be accelerated. I intend that everyone proposes me immediate remedies and will not compromise with the search for effective and sustainable solutions based on the generalization of performance contracts with all entities of the Ministry after a thorough audit of past management, if necessary.

Finally and in general, intend that the strengthening of transparency and accountability associated with the fight against corruption and conflicts of interest become the absolute ruler and our priority at all times. Handling of public money can not suffer from any weakness, no shadow or any breach. I'll ensure.

I would like that a significant improvement of the economic studies and analyzes to be engaged and that the coordination is quickly reinforced with other institutions, to organize our resources, yet fragile, and optimize the results, not to mention the necessary convergence of view that must prevail at this level : once the phase of studies completed, the government must have a single vision and a single economic policy, under penalty of blurring his message and neutralize his efforts.
