Haiti - Security : Minister Delva expressed concern about the regularization of fugitives in RD

Thursday, Réginald Delva, the Minister of Interior and Territorial Communities, at a meeting with his Dominican counterpart, José Ramón Fadul, expressed concern that the Haitian fugitives [escaped from prisons during the January 2010 earthquake and refugees in Dominican Republic] acquire a new identity under the Regularisation Plan of Foreigners, promoted by the Dominican authorities, "we want to make sure that this process will not be for former prisoners," evoking measures and a consultation in Haiti, with the National Archives, the Passport Office and the National Identification Office (ONI) to prevent these escapees change identity. According to the Minister Fadul, a future extradition treaty was also discussed.

The Minister Delva recalled to his interlocutor, that the Haitian authorities working on a plan to provide passports to its citizens, so that they can opt for the National Plan for Regulation of Foreign launched by the Dominican authorities, following the judgment TC 168/13 rendered by the Constitutional Court of the Dominican Republic September 25, 2013, which establishes the requirements for the granting of citizenship, mainly affecting Haitian descendants. Minister Fadul said that the second phase of the National Plan for Regulation of Foreign in the country will begin on 1 June.

Also, José Ramón Fadul told the press that the fifth report of the 3rd binational meeting between his country and Haiti, was not linked to political pressures from Haiti, for the President Danilo Medina sent to the Dominican Congress, the nationalization law, as suggested by some rumors, claiming instead that further delay was due to problems with "logistics" and that the dialogue continues.
