Haiti - Reconstruction : EU provides nearly $2M subsidy to 13 communesa

Friday, as part of a pilot project, the program "Support to Governance and Local Investment" (AGIL), funded by the European Union (EU), proceeded to the signature of subsidy contracts totaling nearly 2 million U.S. dollars, with 13 communes : Cap-Haïtien, Capotille, Caracol, Ferrier, Fort-Liberté, Limonade, Ouanaminthe, Perches, Quartier-Morin, Sainte Suzane, Terrier-Rouge and Trou du Nord.

Under the direction of the Office of Management and Human Resources (OMRH), the program aims to equip local authorities with the necessary financial resources to invest and finance the implementation of projects identified by the population and selected by the beneficiaries town halls among other such : public lighting, slaughterhouses, place and public markets, water supply system etc... These are the municipalities, who will choose the companies responsible for the study and implementation of projects.

According to officials of the AGIL, the program aims at the establishment of the support structure for decentralization and secondly the establishment of a financial mechanism to improve people's access to collective services, by financing basic infrastructure managed by local authorities.
