Haiti - Social : PNRE a plan for regularization or repatriation of Haitians ?

According to a mission of Support Group for Returnees and Refugees (GARR) conducted in Dominican territory from 5 to 8 August on the National Plan for regularization of foreigners (PNRE) on irregular migration situation in the Dominican Republic, established by the Dominican authorities on June 2, revealed today that the situation for our people is far from simple.

The PNRE is free as indicated by a sign posted in the registration office, but according to the testimony of migrants, all required documents cost between 10,000 to 15,000 pesos and more, all documents to be submitted must be notarized.

Concerning the documents required, the list is very long, among other must be provided : Bank book, a notarized certificate of domicile, invoices showing that the applicant has made ​​significant purchases in Dominican territory in a store that has a Tax Identification Number (RNC) [the vast majority of Haitian migrants purchases at points of informal sales that do not hold RNC] a certificate of residence [in the absence of proof of payment of rent] issued by a neighborhood Committee signed by 7 witnesses, who often demand money for this service.

According to official figures, as of July 30, 2014, since 2 months 97.585 people were received into the Dominican centers to inquire; 33.744 have already opened a case for regularization; 633 were able to record using a document. 260 submitted a complete file and only 17 people could receive a positive response...

Given all of these requirements and challenges faced by our compatriots to register at PNRE, GARR wonders if this regulation plan would not rather be a plan to identify foreign to better repatriate thereafter...
