Haiti - Economy : Capacity building of the Superior Court of Auditors

The United Nations Development Programme (UNDP) and the Superior Court of Auditors and Administrative Disputes (CSC/CA) have signed a Memorandum of Understanding for the implementation of a project to strengthen the capacity of the CSC/CA, a capital institution for the strengthening of good governance, which aims to judge the actions of the public administration, the accounts of authorizing and accounting of public funds and assist the parliament and the executive in the control of enforcement of laws and regulations regarding the budget and the Public accounts.

Through this cooperation agreement, UNDP will use its expertise at the service of court in order to establish an institutional and organizational diagnosis while supporting the development of mechanisms for administrative and financial control within the public administration.

"The strengthening of the CSC/CA is a prerequisite for the new momentum that the new board wants to implement. UNDP is committed alongside the CSC/CA to facilitate and validate this process. We are confident that this agreement will lead to positive changes in the Haitian public administration but also will sere as a catalyst for the accountability of public institutions and the improvement of services to citizens," declared Sophie de Caen, the Principal Director of UNDP.

Fritz Robert Saint Paul, President of the CSC/CA welcomed the signing of this agreement that will contribute to the development of strategic and operational planning of the institution "The CSC/CA is pleased to benefit from the expertise of UNDP in the process of capacity building. This agreement is very timely considering the new national and international dynamics. We will ensure that this partnership can address the needs of the entire public administration, of the business community, civil society and citizens."

The Director of the UNDP believes that this partnership will contribute to the maintenance of confidence in the rule of law by promoting ethical business practices, while ensuring that valuable resources dedicated to the acquisition of goods and services for the development are not diverted. As she pleads, through the implementation of this agreement "the construction of a national environmental of integrity which can be a acceleration factor of the pace of development of country."
