Haiti - Politic : The 30th Thursday of Public Governance

The 30th Thursday of Public Governance was held in the Conference Room of the National School of Administration and Public Policies (ENAPP) in the presence of dozens of agents and senior officials of the Public Service around the theme "A system of job classification and a new wage policy for a modern public administration." led by a panel composed of Antoine Verdier, Deputy General Coordinator of the Office of Management and Human Resources (OMRH) and Claire-Andrée Manuel, Canadian expert in support to the Support Project for the Strengthening of Public Management (PARGEP) in Haiti.

During her speech, Mrs. Manuel noted that "a system of job classification allows the Public Service to use wisely all the staff in place according to the required need by the organization by taking into account the skills of the staff, by developing a skilled staff to fulfill its obligation to render services to the population, to give the required services with a high level of competence, to account transparently for its management of services required."

Further, she highlighted the benefits of such a system for staff. "The latter will, among other things, allow to give a proper treatment to employees according to the positions they hold, to know the functions related to the jobs they perform and facilitate a career path."

For Mr. Antoine Verdier, "job classification is a process that first requires the classification of jobs that can be done from the payroll of the Ministry of Economy and Finance (MEF) and then the definition of repository of jobs, so that we can not invent any type of job. Moreover, fair remuneration based on a new wage policy related to the performance of public officials for services rendered to the population will be associated with the job classification."

"Streamline jobs in the public service that is the purpose of the job classification process," stressed Uder Antoine, the General Coordinator of the OMRH who believes that must be rethink the current salary situation, pointing fingers a long-standing practice in the ministries where there are all kinds of jobs he concluded by saying "The hiring should be based on the qualification, profile and competence if we want to be efficient."

For her part, Rodrigue Magalie Cadet the coordinator of PARGEP in Haiti, praised the dynamism of OMRH and ENAPP that do a great work to change the public service, noting that "The PARGEP is there to come in support to the Haitian government in the context of a funding from the Quebec government. The project, which began in 2008 runs until 31 December 2015."
