Haiti - Education : Formation of police investigators

Following the request of the Ministry of Justice and Public Security, UNDP and MINUSTAH have developed a series of practical workshops of two days will touch all the jurisdictions of the country. This project is part of the joint strategy UNDP-Minustah as regards Rule of law and is implemented jointly by the project "Rule of law" (État de Droit) of the UNDP, the Justice section of Minustah is the pillar of development of UNPOLs.

This project aims to strengthen the investigative capacity of police officers (government commissioners, judges, magistrates and police officers) and the collaboration and functional relationships between the various authorities responsible for the investigation.

This project arose from the observation of the weakness of court records in terms of evidence, which lengthens times of the procedure and, consequently, the duration of preventive detention. During these workshops, an investigator kit will be distributed to legal police officers. This kit brings together the basic tools necessary for the investigation. In addition handy guides on the criminal investigation will be also distributed to the participants.

For 2010, 16 workshops will be held respectively in Petit-Goâve, Miragoâne, Jacmel, Saint-Marc, Port-au-Prince, Gonaives and Croix-des-Bouquets, for a total of 240 beneficiaries. The practically oriented workshop will relate in particular to the management of the scene of crime, with simulations, on the drafting of the reports and the statements.
