Haiti - Elections : Many unanswered questions...

Pierre-Louis Opont and advisers of the Provisional Electoral Council (CEP) should take stock of the electoral situation Tuesday, February 10 at a press conference. But according to our information it is unlikely that the CEP be able to tell if there will be two elections (legislative and municipal) followed by a presidential election or a single General Election this year...

On other hand the electoral decree, to serve as the legal framework for the conduct of future elections would be ready and should be submitted for discussion to the legal advisers of President Martelly before promulgation in the official jounal "Le Moniteur". The CEP states that we no longer speak of electoral law but of an an electoral framework decree that will replace this law in the absence of a functioning parliament able to ratify the electoral law.

The CEP would work on the electoral calendar, but states having certain economic difficulties that prevent it from fulfill its mission, difficulties that must be addressed by Wilson Laleau, the new Minister of Economy and Finance.

Regarding the appointment by the previous CEP, of certain members contested of Departmental Electoral Offices (BED) and Communal Electoral Offices (BEC), the advisers must pronounce, having received the report of the Special Commission to assess the situation.

Moreover, it is a question of opening the electoral register in order to allow parties and political groups to register, but it is unclear whether the 108 parties already registered in the previous CEP will be or not concerned...
