Haiti - Elections : State Forum on the organization of the electoral process

Friday, following the convening in emergency by the government of the 126 parties and political groupings approved https://www.haitilibre.com/en/news-13567-haiti-notice-the-executive-convenes-all-political-parties-in-emergency.html , nearly 500 participants representing 50 parties and 30 political groups, representatives of the three branches of government, media, civil society organizations for the defense of human rights and trade unions have responded to the invitation.

During this state forum Prime Minister Evans Paul recalled the three objectives: to find a pact of national agreement, encourage groupings of political parties to significantly reduce the number and facilitated the vote of the voters and create and establish an independent electoral observatory "We can not tolerate disorder in the elections; It takes an observatory of the electoral process and not an observatory of the election day [...] This observatory will have as mission to monitor all forms of abuses," said Evans Paul.

The Prime Minister sensitize the various political actors to tha fact they must first cultivate the sense of the State and consider themselves as servants of the State, regardless of their political ideology. Furthermore he stressed the need to ensure the credibility of the electoral process and find a "modus operandi" in order to achieve a reasonable grouping of political parties.

Twenty representatives of parties and political groups have in turn took the floor to discuss, inter alia, the election issue, calendar and the reduction of political entities to participate in elections.

In the afternoon, five workshops were organized around three themes: the mechanisms put in place to reduce the number of political entities authorized to participate in elections, the implementation modalities of a National Elections Observatory to ensure the credibility of the electoral process and the development of a national agreement Pact.

Following these workshops an agreement of principle has been reached between the participants on the following points :

  • The necessity for the Provisional Electoral Council (CEP) to consider extending the deadline for political parties and groupings without changing the polling dates ;

  • The need to work together to achieve a significant reduction of political parties and groupings in the elections ;

  • The necessity of concluding a pact of national agreement between the political parties on democratic governance ;

  • The necessity of establish a National Elections Observatory to ensure the credibility of the electoral process.
