Haiti - Dominican Republic : Memorandum of Understanding project on the repatriation mechanism

As part of the consolidation of the dialogue and the strengthening of bilateral relations between Haiti and the Dominican Republic, Andres Navarro, the Dominican Foreign Minister has received this week, (to his invitation) his Haitian counterpart Lener Renaud, who was accompanied in particular by Daniel Supplice, the Ambassador of Haiti to the Dominican Republic, Madelin Fils-Aime, the Chief of Staff of the Ministry of Foreign Affairs, Jean Yves Rody, Adviser of President Michel Martelly and various other advisers.

During the working session, the two chancellors have agreed to promote several projects in the field of trade, investment and energy production in the area of influence of the Artibonite River, which will develop on the border area and the whose the consensual arrangements are pending.

Andres Navarro also provided an update on the progress of the National Plan of Regularization of Foreigners, who are in an illegal migration situation.

On this sensitive subject, Renaud Chancellor presented a Memorandum of Understanding project between the two States, to submit to the Dominican authorities on the repatriation mechanism. Lener Renaud that recognizes the right of the Dominican Republic to apply immigration laws and the responsibility of Haiti to to receive its citizens that will be repatriated has stressed after the meeting that "this should be done by following the protocols and international rights. This was discussed with the Chancellor Navarro."

The Dominican and Haitian authorities expressed their commitment to deepen the dialogue process through the Joint Bilateral Commission (CMB), particularly in the areas of economic, social and institutional environment among others, to enable the two governments to give response to improve the quality of life of both peoples.

The two Ministers agreed to hold another meeting in the framework of the CBM to examine in Commission, the repatriation the MoU project submitted by Haiti.
