Monday at the National Emergency Operations Center (COUN), the Prime Minister, Evans Paul, has reactivated the 350 communal and local committees of the Civil Protection Department (FAD), in order to strengthen the decentralized structures of the National Risk Management System (SNGRD). He took the opportunity to unveiled a national contingency plan with one million gourdes per department for the hurricane season between 1 June to November 30, 2015.

The Head of Government took the opportunity to urge the political actors, civil society, the press and social networks to the vigilance, to commitment and awareness. He also welcomed the development of a recycling module for the 2,605 volunteer brigadiers of the civil protection, which will thus be able to intervene in an emergency, throughout the ten departments.

The national contingency plan also includes simulation sessions on first aid, a radio system connected to a central, from North to Grand-Anse, through the Artibonite and West. In his message to the population, the Prime Minister Paul recalled that although the Administration Martelly-Paul remains mobilized and alert during this season "se mèt kò ki veye kò, malè pa gen klaksòn, [...] Aware of the high vulnerability of the country compared to hydro-meteorological phenomena whose intensity gets worse with climate change, the Government, through the SNGRD, is preparing to respond to emergencies with the same dedication and determination that in the past, » said Evans Paul.
