Haiti - Petit-Goâve : Millions gourdes spent without justification

A team from the Superior Court of Auditors and Administrative Disputes (CSA/CA) carried out for a week, an audit of revenues and expenditures of the Town Hall of Petit-Goâve for the period from 2006 to 2014. Following this audit, financial investigators found a bad management of the Town Hall of Petit-Goâve of funds put at its disposal.

During their audit, it was found no supporting documents for an amount totaling 18 million Gourde over the period 2006 to 2014. Agents impute 5 millions Gdes to the administration of Mayor Marc Roland Justal and 13 million Gdes to the administration of Mayor Sandra W. Jules.

The agents of CSA/CA have interviewed former Mayor Marc Roland Justal, who explained that these 5 million gourdes were related to damage caused by the 2010 earthquake and vandalism perpetrated to teh Town Hall of Petit Goâve in 2012. As supporting documents Mr. Roland handed to officers of the CSA a copy of a report prepared by a Justice of Peace of the city...

As for le Mayor Sandra W. Jules, she received a convocation, as well as accounting and other members of the municipal council, to be auditioned on June 23 and to explain the use of these 13 million Gdes, spent so far, for an unknown purpose.

Some sources do not hesitate to say that the Town Hall was the victim of embezzlement of public funds...
