Haiti - Elections : Financing of political parties, a formula was found !

According to Jean Fritz Jean-Louis, Minister Delegate to the Prime Minister responsible for electoral matters, a formula was found for political party funding, with a budget of 500 million gourdes.

The authorities concerned have agreed that in initially, 30% of the 500 million Gdes (150 million) will be split in proportion to the 120 political entities approved (even those who have no candidate).

By the end of this week or early next week, a first tranche of 75 million Gdes representing 50% will be unlocked and distributed as follows: 30% for the approved political entities and 20% for the poll of 9 August. No details concerning the payment of the second tranche of 75 million...

The remaining 70% of the 500 million (350 million) will be divided into 5 parts :

20% to 56 candidates for the presidency under the banner of a political party (except independent candidates - Article 126.1);

10% to approved Senate candidates (proportionately);

10% to candidates for deputies approved (proportionately);

20% for candidates in municipal and local elections (proportionately);

10% to political parties which have the most women candidates, the most university candidates and the most candidates with disabilities (in proportion).

Recall that the political entities that have received a subsidy for the elections will be held accountable as indicated in Article 128 of the Electoral Decree, in case of non compliance, it is provided heavy penalties "Thirty (30) days after the publication of the official results, the party, political group that received government subsidy is required to send to the Provisional Electoral Council and the Ministry of Economy and Finance (MEF), the detailed financial statement signed by a certified accountant, together with supporting documents for expenditure relating to the subsidy in the context of elections. Fault by the political party or group to submit to this obligation, it is prohibited from any political activity for at minimum five (5) years and ten (10) years at maximum to decide by the BCEN convened by the President of the CEP. After the delay of thirty (30) days referred to in paragraph above, the Provisional Electoral Council and the Haitian government denounces the fact, for the purposes of legal proceedings in correctional court for embezzlement.""
