Haiti - Health : Mysterious contaminated flour in DR

Recall that in mid-July, the Haitian authorities in a joint statement of Jude Hervey Day, Minister of Trade and Industry, Florence Duperval Guillaume, Minister of Public Health and Fresner Dorcin, the Minister of Agriculture, advised the general public, producers and importers of wheat flour in particular, that a lot of imported flour contained, in addition to Potassium Bromate, of Azodicarbonamide, of same characteristic, but at a very high rate harmful to human health and decided "Therefore, as part of measures to protect the health of consumers and in accordance with the sanitary and phytosanitary measures of the WTO, these Ministries decided to remove all wheat flour stock from market judged not to conform to consumption and that any new importation of that product is quarantined for compliance verification purposes in accordance with generally accepted standards. In this context interested parties are invited to take all necessary steps to ensure respect of this measure. This Notice takes effect immediately."

On July 28, 2015 Wilson Laleau, the Minister of Economy and Jude Hervé Day the Minister of Trade in a new NOTICE indicates "a Certificate of Analysis issued by the exporting country must accompany each consignment of flour import, before clearance authorization. This certificate must state the rate of any food additive contained in the product. To this end, the Directorate General of Customs reserves the right to quarantine any product not meeting this measure. In this context interested parties are invited to take all necessary measures for the strict implementation of this measure. This notice takes effect fifteen (15) days after publication"

(publication date July 28, 2015) is August 12, 2015 !

Moreover, if the analyzes of the Ministry of Commerce report having found a potassium bromate and Azodicarbonamide level too high and dangerous to human health, we still do not know the level of concentration of the Azodicarbonamide. More worrying Vilvert Papyto, the Head of Service of the management and quality control in the Ministry of Commerce, as Charles Pierre Charlemagne, of the Directorate of Quarantine and Sanitary Control of Agricultural Products, are not able to identify the brand or the exporting company nor the volume imported, only that the flour comes from the Dominican Republic.

Finally, concerning the measures taken by the Haitian authorities to protect the health of the population on this lot flour already circulating on Haitian markets, no one is able to provide further information...

In summary a contaminated batch of flour from Dominican Republic came into Haiti, without one knows precisely the volume, the export company, by what border post that flour entered or network in which distribution or marketing network, this flour is sold to consumers...
