Haiti - Elections : Important safety device and restrictions measures

Thursday the end of 6th Government Council which was held at the Primature on the proper conduct of parliamentary elections on Sunday, August 9th, where more than 5 million voters are called to the polls to choose 119 deputies and 20 senators, an important safety device and a strict package of measures have been announced.

No less than 9,000 police officers from various units of the National Police of Haiti (PNH), assisted by UN police UNPOL and soldiers of the Minustah, will be deployed throughout the 10 departments of the country to secure the 1,600 voting centers. The deployment of the safety device will begin three days before the elections in all departments.

In addition, a reserve force including SWAT and other specialized bodies of the PNH will intervene by helicopter quickly when needed.

Various restrictions measures effective from Friday, August 7, 2015 at midnight:

  • The demonstration on public roads will be strictly prohibited ;

  • The sale of alcoholic beverages will be prohibited ;

  • Night clubs must close.

On election day :

  • The gun port by civilians (with or without license) is prohibited ;

  • Possession or consumption of alcoholic beverages will be prohibited ;

  • Bearing sharp object, cutting weapon or glass container will be prohibited;

  • The street will be reserved for the police and the public going voting ;

  • Traffic for motorcycle will be prohibited ;

  • The movement of motor vehicles will be subject to restriction.

The police will not be tolerant with troublemaker.

Furthermore, the Provisional Electoral Council remind the candidates of the provisions of Article 119 of the said Decree, giving it legal provision to remove from the list of candidates approved all those convicted of acts of violence and to suspend all electoral competition, for a period up to 5 years, the political parties or groups who are the instigators.
