Me Samuel Madistin, presidential candidate under the banner of the "People's Patriotic Movement Dessalinien" (MOPOD), which officially launches its campaign this Thursday, September 24, 2015 on the square Philippe Guerrier in Saint-Marc, promises if elected to make profound changes in society. Its vision is that of a trong and democratic State capable of running efficiently republican institutions.

Three priorities characterize the program: security for all and in all; the promotion of domestic goods and services, particularly through the revival of agricultural production and agro-industrial and social reforms.

From the first days at the head of the State, Samuel Madistin promised that his administration will provide the National Police of Haiti (PNH), with a rural police unit with members from the peasants living in rural areas, in order to put an end to cattle rustling, rural banditry and dispossession of peasants land.

Furthermore, an intelligence service will be set up in the shortest possible time to open the way for the establishment of an armed force in accordance with the Constitution.

At the level of agriculture he undertakes to reject the wrong choices of the past and to adopt policies that are consistent with the national interest and the objectives of the poorest populations.

The implementation of energy infrastructure will help achieve three major flagship projects of MOPOD: the establishment of a cable transport system in the capital; energy generation from municipal waste and construction of railways linking major cities. According Madistin, these three projects will make a significant contribution to solving the problems associated with transport, the widespread unemployment, rapid urbanization and the international competitiveness. It is estimated that 500,000 jobs will be created during his five years as well.

To reforestation efforts, he plans provide subsidized credit to businesses, that will convert to Liquefied Petroleum Gas (LPG) and kerosene within a period not exceeding two years.

In the social field, he intends to use the vote on the law on the division of powers of local authorities as well, in educational matters, the CASEC (Board of Communal Sections) will have the governance of undamental schools, city hall, the high schools and the central government, the universities and vocational schools. It will be the same for the care units with or without bed and hospitals. The same model will be used in the management of local, municipal and national parks. In other words, local authorities will have their share of the budget in addition to the credits generated by the Management Fund and of Development of Local Authorities.

It also intends to develop cultural sector, recreational and of sports. For example, the cultural tourism will take precedence over traditional tourism; the industries of leisure with public funding will see their activities institutionalized and budgeted, while competitive sport will be a priority and an Olympic Village will be built. The cultural policy of the administration of his administration will benefit from the contribution and support of a national center for scientific research, of the onstruction of an IT village and the deliberate choice of technology in the field of nano and bio technologies.
