Haiti - Justice : Opening of the new judicial year

Monday, in accordance with the constitutional prescribed and Haitian law, the Prime Minister, Paul Evans, together with President Michel Martelly, participated in the solemn ceremony of resumption of judicial work after two months holiday of magistrates sitting and standing in the new premises of the Court of Cassation https://www.haitilibre.com/en/news-14521-haiti-reconstruction-inauguration-of-the-court-of-cassation.html

The ceremony was attended by several members of the legislature, civil society, members of the Superior Council of the Judiciary (CSPJ), of Jules Cantave, President of the Court of Cassation and of CSPJ, Pierre Richard Casimir, the Minister of Justice, Stanley Gaston, the new president of the Bar of lawyers of Port au Prince, representatives of the international community and the diplomatic corps.

Speaking on the occasion, the President of the Court of Cassation noted that 80% of cases received by the tribunals and courts of the Republic during the past year, were processed and promised to work during the new judicial year, with more eagerness and commitment to produce more satisfactory results for the benefit of all litigants.

For his part, the new president of the Bar of Port-au-Prince, presented the different elements that, in his view, contribute to slow the development of the Haitian justice and called for accountability of all actors for a justice both healthy and impartial.

He emphasized the social reintegration of persons released by justice and promised that the bar would set up a commission to analyze the draft penal code, which was prepared by the Presidential Commission on Reform of Justice.

The Minister Casimir noted the progress made in the field of Justice during the judicial year 2014-2015 "Regarding justice, it must be accepted that the Administration Martelly has fought the good fight," stressing that the operation "punch" in just 7 months, allowed to judge 800 remand prisoners [less than 10% of people in custody in Haiti] of which 535 people were sentenced and others released.

Pierre-Richard Casimir, while congratulating all the magistrates and judicial personnel, emphasized the benefits of computerized management system of court cases (GICAJ), newly introduced to the TPI of Port-au-Prince https://www.haitilibre.com/en/news-15329-haiti-justice-an-unprecedented-innovation-in-the-annals-of-haitian-justice.html . According to him, we must think about the gradual digitization of all judicial data.

Citing the major projects of Justice, the Minister of Justice has stressed the need to make a big legislative redevelopment in order to pave the way for reform of Justice, before wishing a good judicial year to all players in the sector and in the general population.
