Haiti - xROAD Technology : A Haitian delegation in Estonia

On the sidelines of the implementation in Haiti of the IT platform xROAD, a Haitian delegation headed by Uder Antoine, General Coordinator of the Office of Management and Human Resources (OMRH) stay from stay 5 to 9 October 2015, in Tallinn, Estonia (Eastern Europe).

The purpose of the visit is to get an overview of the functioning and organization of the Estonian E-Governance system, to establish contacts with specialists who run the government data exchange system X-Road and finally meet the designers of the X-Road system to obtain additional technical advice on the platform and the installation process.

Recall that X-Road is a rapid information exchange software and in real-time that which will facilitate, on the one hand, access to government data for making informed decisions and will promote, secondly, the data security that institutions will be asked to exchange between them. It is envisaged in the starting phase of the IFMS project to implement an electronic data exchange platform regrouping 12 public institutions : the Office of Management and Human Resources (OMRH), Ministry of Public Health and Population (MSPP), the Office of Vehicle Insurance Against Third (OAVCT), the Ministry of Economy and Finance (MEF), the Directorate General of Taxes (DGI), the General Administration of Customs (AGD), the National Police of Haiti (PNH), the Superior Court of Auditors and Administrative Disputes (CSC/CA), the Unit for Combating Corruption (ULCC), the Ministry of Public Works, Transport and Communications (MTPTC) and the Ministry of Planning and external Cooperation (MPCE).

Also designated "Exchange Unified Platform" (UXP), the X-Road platform ensures data security. With it, the networked institutions can exchange, for the purpose of decision making, important data in peace. For example, tax and customs authorities may also exploit it wisely. The platform can also be used as part of an Internet voting system.

Created in 1997 by the Estonian Academy of Sciences, the Institute of Cybernetics started three years later the X-Road program, a system active since 2001 and that serves over 2,000 public and private services.

Note that the governmental platform X-Road, which will be set up in Haiti before the end of this year, is experienced in Estonia for more than a decade. Several developing countries have also adopted it. The presence of the Haitian delegation in Estonia is the third step in a series of six that should end February 12, 2016 after the installation and documentation of X-Road system to its operationalization.

This study trip to Estonia is supported financially by the US Agency for International Development (USAID) through the project IFMS (Integrated Financial Management System).
