The agribusiness entrepreneur Steeve Khawly, candidate for president under the banner "Réseau Bouclier National" (BOUCLIER), romises if elected, to reform the State to put it at the service of citizens, and to operationalize decentralization and deconcentration to revitalize public services of proximity.

He also promises the adoption of a legislative package to modernize the country, upgrade the function and parliamentary work to provide the country with legislation to institutionalize democracy and promote economic and social development of the country.

In terms of justice, he advocates a reform to strengthen social cohesion and strengthening republican order.

He proposed to provide the country with a national defense force to protect the country against external aggression, and the professionalization of the police to better secure lives and property.

Socially, he intends make employment an effective instrument in the fight against poverty and tourism and culture as, radiation factors internationally, source of employment and tax revenue.

At the level of the economy, he intends to promote and support companies, in order to increase the operational capacities of the private business sector. He promises at the mining level to do so transparently. He is committed to building a better future for all and to enhance the growth sectors, in order to find the financial resources for the implementation of the proposed project for society.

In terms of agriculture, he intends make of it a lever of economic development, food security tool and an engine of sustainable development. Farmers will be trained and modern equipment will be distributed to increase yields; preserve the environment and reduce their vis-à-vis imported food dependency while developing the domestic market.

He proposed to make education and training of socio-economic development tools and an instrument of human progress.

He intends to give better access to health for the population and promote human development.

For Steeve Khawly, at the level of energy, it is necessary in the short term increase the efficiency of existing power plants, optimizing energy distribution infrastructure and should also manage more responsibly lighting. In the medium term, a policy of better management and use of national renewable resources should be conducted and the transformation of waste into energy would be beneficial to the country. He thinks that Haiti should move towards clean energy, including solar and wind while being aware that "Replace a conventional power plant by wind farms can not be enough."

At the level of the environment, Steeve Khawly says it is necessary to reverse the deforestation phenomenon related to the use of wood industry (distillery, laundry, bakery) and charcoal for cooking.
