Haiti - Elections : Open Letter to Pierre Louis Opont

Wednesday, the Citizen Observatory for Institutionalizing Democracy (OCID) sent an open letter to Pierre Louis Opont, President of the Provisional Electoral Council (CEP), to make him several relevant recommendations to promote greater transparency of the electoral process in the tabulation phase of the votes.

OECD recommendations :

"[...] 1. Reviving a practice that prevailed in the past and which consisted for the headsof Tabulation Center to give a daily conference at which a report was presented on the work done during the last twenty four hours from entry operators and the lawyers Minutes auditors. It will be important at this point to indicate the number of Minutes checked, rejected or quarantined; explain the verification methods used and the main causes of rejection. Such an approach would enable leaders of political parties, observers and the general public, to follow more closely the operations of the Tabulation Center.

2. Publish the names of lawyers auditors who control the minutes and the list of voting centers which they are responsible. Lawyers have enormous power, the power to reject the minutes, to eliminate the votes of a number of citizens and decide the fate of candidates. It is a heavy responsibility that cannot be exercised in anonymity, but it must be assumed in full transparency and accountability [...]"
