Faced with the drought situation prevailing in the country, the NGO Coordination Committee in Haiti (CCO-Haiti), in a note, expressed its support for the analysis and the recommendations made by the CNSA in its alert to food security https://www.haitilibre.com/en/news-16022-haiti-social-food-alert-more-than-3-million-affected-in-haiti.html Given these considerations, it is to be feared that the situation of food and nutritional insecurity continues to deteriorate in the most vulnerable areas.

The CCO-Haiti wants through its actions, supporting drought-response plans that have been developed in some departments and is committed to support all initiatives that seek the implementation of any response plan structural shocks, strengthening agricultural production and food security, especially in departments that do not currently have the means to develop them.

In complement and support the recommendations of the CNSA, the CCO-Haiti therefore wishes to draw the attention of stakeholders on the need to mobilize to :

In the short term :

• Supporting rapid assessments in areas pre-identified as being most at risk and most affected by drought ;

• Based on the investigations conducted, implement timely, targeted actions in the field of food security, access to water and nutrition to help the most vulnerable households and communities most affected by limiting degradation of their situation and supporting them to face the next crop coming period, in support and in consultation with the departmental institutions and in coordination with existing programs.

In the medium term :

• Develop a unique method for collecting and analyzing data ;

• Strengthen efforts in zones classified of "stress" so they do not become areas of "crisis" ;

• Conduct a nutritional survey targeting at least the most affected departments ;

• Develop and implement multi-sectoral response plans for drought with short, medium and long-term interventions ;

• Mobilize funds (among public institutions and international donors) for the implementation of these response plans in the most affected departments.

In the long-term :

• Continue and strengthen structural efforts supporting security and food sovereignty in particular taking into account climate change, biodiversity, the fundamental problems related to land use with steep slopes, deforestation and land issues;

• Integrate prevention and adaptation activities at the risk of drought in a systematic manner in all interventions conducted in the areas of vulnerability ;

• Work on the articulation of all stakeholders (including donors) said humanitarian and of development on the one hand and mobilize multi-year funding for interventions intervening at the structural level and considering the recurrence of shocks on the other hand ;

• Contribuer au renforcement de la surveillance multi-sectorielle et de la capacité de réponse rapide à des situations de stress, pour éviter que des réponses urgentes ne deviennent systématiquement nécessaires ;

• Increase intersectoral cohesion on these issues between the CNSA, the MSPP, DINEPA and the Primature.

Recall that the NGO Coordination Committee (CCO-Haiti) is a consortium of 52 international NGOs registered in Haiti, working in the areas of humanitarian cooperation and development. It aims to increase the coherence and effectiveness of the contribution of international NGOs to the improvement of the living conditions of the Haitian people, by strengthening the institutional dialogue and collaboration between the different actors in a development perspective sustainable.
