The funds of 1.15 billion for the reconstruction of Haiti (housing, jobs, infrastructure...) promised by Secretary of State Hillary Clinton for the past seven months continue to encounter bureaucratic obstacles that would delay disbursement.

The United States Congress, given the notorious reputation of corruption in Haiti, is now asking (under section 1007) assurances that money from American taxpayers will not be stolen or misused.

PJ Crowley, spokesman for the State Department does not see this as an obstacle but a normal process in the final stage before disbursement. But could not specify how long it will take to meet this demand, he ensures that it will soon... He acknowledged that the Haitians should explain how U.S. taxpayers' money is spent and that is why the international community, to put in place structures to ensure that the help provided by countries, meet the real needs of haitian population under the reconstruction plan.

Remember that these funds will not be paid directly to Haiti but go through the Interim Haiti Recovery Commission (IHRC) co-chaired by former President Bill Clinton, which is expected to bring [in principle] insurance sufficient in the U.S. Congress. Unless this is a new excuse to buy time and wait for the results of the next elections scheduled for November 28. Rumors, linked to the spread of the cholera epidemic across the country and widespread flooding caused by Hurricane Tomas, circulate about a possible postponement of the elections.

Tom Coburn, Republican Senator from Oklahoma in a letter dated of October 8, announced that he was not opposed to such assistance, pointing out however, that further assistance is paid from cuts in budgets within the federal government and that it was not necessary that the American assistance is done at the expense of the next generation.
