Haiti - Security : Results of the IGPN (January 2016)

During the first results-conference of the year 2016, the inspector Jean Marc Wilkens, spokesperson of the General Inspection of the Haitian National Police (PNH) reported that 52 complaints had been received and 71 investigations opened for January.

He said the complaint files were related to various offenses including: confiscation of document (4), act of authority (2) breach of confidence (1) threats and persecution (8), physical aggression violence or blows (16), attempted murder (2), debts (7), conflict of interest (1), refusal to take care (5), rape kidnapping (2).

26 sanctions were pronounced in January, including 15 for violation of human rights. The others sanctions relate among other on breach of trust, corruption, evasion, loss of weapon...

71 investigations have been opened, 45 cases were sent to the IGPNH, 2 officers have been placed in isolation, 161 were convened, 188 people interviewed, 28 investigations of neighborhoods and 27 confrontations carried and 4 conservatory measures were taken.

Moreover 11 conservatory measures and 2 isolation measures were lifted...

In addition to the balance sheet, IGPNH reiterated its commitment to clean up the national police, beginning with the police officers who mistreated in a sub-police station two young arrested, acting against the code of ethics of the police institution and laws.

Jean Marc Wilkens indicated that the first elements of the investigation on the video that shows police beating two young men revealed that the culprits are five in number all members of specialized units and that the incident occurred in the sub-police station of Grand Ravine, December 9, 2015.

He indicated that the investigation, which is still ongoing, is advancing rapidly and the main perpetrator was identified. He promised that the 4 other police officers currently being identified, will be found and that the General Inspectorate intended act with the utmost rigor against these agents, who violate the dignity and the rights of victims.
