TIMETABLE OF CEP ACTION PLAN :

AXE I - Evaluation of the electoral machine and the institutional framework :

1- Development of a evaluation grid and review of administrative files: April 14 to April 22, 2016 ;

2- Evaluation of staff of the central office and decentralized structures (Departmental Electoral Office BED and communal BEC) of CEP / close investigation: April 25 - May 4 ;

3- Evaluation Report and Recommendations : 5 - 9 May 2016 ;

Resolution of the Council and the provisions adopted: May 10 - May 27.

AXE II - Dialogue between the CEP, Political Parties, Civil Society and Public Authorities on corrections for a more transparent and strict management of the electoral process :

1 - Meeting with civil society : April 20 - April 25 ;

2 - Meeting / exchanges with Political Parties: April 25 - April 29 ;

3 - Meeting / interaction with public authorities: May 2 - May 4 ;

4 - Report / synthesis and resolutions of the Council: 5 May - 12 May ;

5 - Restitution of the results to stakeholders and the relevant decisions of the Council: 13 May - 27 May.

AXE III - Strengthening of the autonomy of the CEP and modernization of the electoral apparatus

Implementation of new provisions :

1 - Exchanges and negotiations with the government as part of the relaunch of the electoral and of institutional strengthening process: April 19 - May 16 ;

2 - Exchanges with the international on the improvement of relations in order to strengthen the autonomy of the CEP: April 18 - May 16 ;

3 - Development and implementation of the plan to strengthen and modernize the institutional structure (1st step): April 4 - May 27.

AXE IV - Reopening of municipal folder :

1 - Validity study of the municipal results folder: April 5 - April 8 (73 cases studied) ;

2 - Partial proclamation of the final results of the municipal elections: 11 April - 15 April (70 results proclaimed) ;

3 - Information on morality and competence of judges and lawyers sitting in the Litigation National Electoral Office (BCEN) of 2015: April 15 - April 20, 2016 (85 decisions under study) ;

4 - Selection of lawyers and professional judges to constitute the BCEN responsible for hearing appeals of decisions of the Communal Electoral Offices of Litigation (BCEC) for Municipalities: April 20 - April 22, 2016 (designation request letters sent to the Superior Council of Power judiciary (CSPJ) and the Federation of Bar Associations of Haiti (FBH) ;

5 - Development of a code of ethics and a document on the procedure and regulations of evidence: April 11 - April 20, 2016 (Code of Ethics developed. Rules of procedure and evidence in progress) ;

6 - Adoption of Code of Ethics and Rules of Procedure and Evidence. : April 20 - April 22, 2016 ;

7 - Training of electoral judges and clerks on the Code of Ethics and Rules of Procedure and Evidence: April 27 - April 29, 2016 ;

8 - Constitution of BCEN for the hearing of appeals of decisions of the BCEC for contestations of Municipal: May 2 - May 9, 2016 ;

9 - Display of decisions: May 10 - May 12 ;

10 - Proclamation of the final results of the municipal: May 16, 2015.

Conclusion of the preparatory phase and launching of the electoral process :

- ÉElaboration of the electoral timetable, and updating of the electoral budget from 15 to 31 May 2016.
