Haiti - SIMEX 2016 : The Scouts and their satellites suitcases, a major asset

This Friday, about 70 members of the Emergency Unit of the Scouts of Haiti in the North (CUSH) will be deployed in the field for the simulation exercise SIMEX 2016, of an earthquake followed by a tsunami, at the level of North department, which promises to be the biggest exercise of the year https://www.haitilibre.com/en/news-17362-haiti-security-d-1-simulation-exercise-of-an-earthquake-followed-by-a-tsunami.html

As was the case during the SIMEX tsunami of November 2012 https://www.icihaiti.com/en/news-17273-icihaiti-politic-the-minister-of-justice-on-the-ground.html one of the tasks of CUSH will be to demonstrate their satellite suitcases available to them after the earthquake of January 2010, by the organization Telecom Sans Frontières (TSF). This demonstration aims to inform North departmental authorities about the existence of this equipment capable of make the difference when traditional communication networks no longer function in times of crisis. It aims, among others, to raise awareness of the emergency in Haiti on the need to equip the various emergency operation Centres of this extremely important material for crisis management.

This sophisticated means of transmission, consisting of a computer and a satellite device, allows to create in minutes an extension of the GSM cellular network allowing communication anywhere and at all times, with its own phone even when the conventional GSM network is saturated.

Today, Haiti has three suitcases satellites in working with operators within the National Association of the Scouts of Haiti (ANSH), trained in the use of this material, according Clervil Nicolas, the Commissioner-General of NASH, which states that the equipment is now pre-positioned in three strategic departments in relation to the seismic threat they are exposed "We have a suitcase at the central office in Port-au-Prince, another at our county office in the South and a third in Cap Haitien."

The SIMEX 2016 at Cap-Haitien is :

- 24 weeks of preparation;

- 225 people trained in terms of seismic contingencies;

- 3 departmental teams of information feedback;

- 14 preparation missions in 3 departments of the great north;

- 8 hours of exercise on May 6, 2016;

- 1 Simex of table at COUD North;

- - 1 Simex evacuation of the population at city center of Cap-Haitien...

it is also :

- 2 grouping centers tsunami activated (Gymnasium and Grand prison);

- 20 schools and businesses evacuated;

- 3,710 students and 216 teachers;

- 4,500 participants;

- 200 for personal safety;

- 335 volunteers;

- 30 evaluators;

- 50 observers.

Stakeholders in SIMEX 2016 recall that "Every dollar invested today in the awareness and preparedness of the simulation exercise or other, is more than 7 dollars saved for response and assistance after a disaster."
