In the Tabulation Center of Votes (CTV Centre de Tabulation des Votes), guarded round the clock by soldiers of Minustah, two teams of 120 operators attentive in front of their computers screen, working day and night to transfer minutes to computerized data. Approximately 28,000 minutes of ballots (84%), are arrived at CTV. 23.000 on 33.500 expected, are already treated (68.6%), said Alain Gauthier, Technical Adviser at the CTV.

Alain Gauthier hopes to receive in the next few hours other minutes, though he admits that it is impossible to recover fully. "It's not sure we will be able to receive 100% of minutes," referring to acts of sabotage recorded during Sunday's vote, which was marred by irregularities and fraud in the country, 56 of the 1500 polling stations have been ransacked.

In the last elections for the renewal of one third of the Senate in 2009, the credibility of the tabulation center had been questioned, following a series of irregularities. The process put in place today, would eliminate the risk of fraud say officials. When the minutes arrive, they are subject to seizure on a first computer, then they are delivered to a second operator (random) that will conduct a second seizure. If the data does not match, the process is repeated. Where a record would seem doubtful after this process, it will be reviewed by a committee. Upon publication of the results, all the minutes will be posted on the Internet.

Journalists can attend the work of these operators only remotely. It is not allowed to approach them without the permission of a supervisor of the CTV. Only national or international observers can access it.
