Following the letter of the Senate President, Ronald Larèche addressed to Mirlande Manigat, Secretary General of the "Rally of Progressive National Democrats" (RDNP), as part of the legislative investigation of the PetroCaribe funds, concerning an amount of 550,000 US dollars, paid by the firm HADOM to RDNP for the electoral campaign from 2010 to 2011 Mirlande Manigat explains and precise in her response letter :

Mr. President

I have received your letter dated 28 July 2016 in which you request information on the amount of five hundred and fifty thousand US dollars (550,000) paid by the HADOM to RDNP as part of the electoral campaign from 2010 to 2011.

Like all candidates, I benefited from the contribution of my supporters and the support of several business corporations and domestic and foreign companies. The RDNP in its concern for transparency had published a note confirming thus having received contributions from foreign companies legally established in Haiti including HADOM.

These donations were used to finance banners, billboards, commercials, tour in provinces, and payment of representatives. This has no connection with the management of PetroCaribe, but if you think this information will be helpful I am pleased to have contributed to your inquiry.

Provided they match your legitimate concern for the truth, I ask you, Mr. President, to believe in my patriotic greetings.

For the record, let's recall that "Hadom Constructora SA" a "Haitian" entity was created July 28, 2010 (Le Moniteur September 13, 2010) for the legal requirements of the tender of more than US $ 33 million for the construction of the Legislative Palace (the company has obtained). This company was controlled by the businessman and Dominican Senator Félix Ramón Bautista Rosario. Let's recall also that when the contract was signed by former Prime Minister Bellerive, November 8, 2010, the Company was 3 months old and did not meet the criterion of 5 years experience required in the tender. Finally, the only income of "Constructora Hadom S.A." in Haiti at that time were from the construction contract of the Legislative Palace, which was funded by the PetroCaribe Fund. So the 550,000 dollars received by the RDNP, came well through the HADOM company, of the PetroCaribe funds.
