Haiti - Elections : Position of Civil Society on the CEP proposal

Organizations involved in election observation noted with satisfaction the credit that the Haitian people and the authorities which closely following the elections give to the national observation independently. They also constates the strength shown by the Haitian people in the defense of his vote and the integrity of the electoral process.

The determination of the Haitian people to defend their rights is now clear and leaves no doubt to anyone. The undersigned organizations believe that it is time to move on to the negotiating table, negotiations open, honest, who considers the interests of all parties involved but especially which taking into account the common good, the good of our nation, which currently faces to a threat of extreme gravity.

In this sense, they take note of the communiqué of the Provisional Electoral Council, citing the creation of a joint commission to verify the minutes. They believe however that this proposal does not lead us to a possible crisis.

First, the CEP can only decide on a measure that leaves the legal framework. Any provision of this type must be the subject of a dialog, of a dialog likely to lead to a sufficient consensus, prerequisite for achieving results accepted by all and for a successful implementation. The presence of domestic observers is necessary in the context of this dialogue. Candidates and political parties must also participate in the dialogue and put forward their views.

Moreover, these checks may not cover only the three presidential candidates who have received the most votes. All disputes must be heard, both for legislative that for the presidential elections.

This checking must finally go in-depth and take into account all the factors which during the elections day, could have deteriorated the will expressed by the voters.
