Haiti - Politics : Dominican expert speaks on Haitian migration

Dominican law expert Dr. Juan Manuel Rosario, one of the drafters of the General Law on Migration, recommends to stimulate the investment in Haiti in order to fight against poverty and prevent mass migration to the Dominican Republic. He suggests the establishment in Haiti of a mini Marshall plan to facilitate the investment, production and recovery of the country.

Rosario explains, "Because everyone wants to go to developed countries, there will come a time when the developed countries will no longer be able to support them [...]" recalling that the process of migration from Haiti to the Dominican Republic is due among other things to the economic development of his country versus that of Haiti.

The expert believes that this situation of migratory flux which is becoming increasingly important internationally, is causing a rise in the protectionism of the countries concerned, who want to regain control of their borders by building walls like the US President Donald Trump, on the border with Mexico. He recalled that the United States is not the only country to want to erect walls, citing Argentina, Lithuania and even the Dominican Republic which are examining the construction of a wall at their border...

"I think that the increase in migration in Latin America and Africa in recent decades has been encouraged, or stimulated by some states as a means to combat local poverty ..."

For Rosario, instead of encouraging migration to combat poverty, the only solution to reduce this social phenomenon is to invest and stimulate the economy of these countries, especially in Haiti.
