"In order to protect the entire Northern population and ensure the control of foreigners, the Regional Director of Immigration and Emigration inform the general public, managers of Hotels, Hospitals, Orphanages, Discotheques and all private houses in particular housing foreigners that a period of one week [until 20 June 2017] is granted to them in order to declare them to the Immigration and Emigration service, located at 20 J-K in Cap-Haïtien.

After this deadline, strict measures will be taken by officials responsible for Immigration and Emigration."
