The ceremony was also attended by representatives of the Directorate of Civil Protection, various local and international partners, as well as several local elected representatives, in particular from Cap-Haitien, Acul du Nord, Limonade, Milot, Quartier Morin and the Plaine du nord, the main communities benefiting from this project, which represents a first in the region, by its magnitude.

The six-year "Municipal Development and Urban Resiliency" project is funded by a US $ 48 million grant from the World Bank and a $7 million grant from the Climate Investment Fund (CIF). It will be coordinated mainly by the Project Units of the Ministry of the Interior and the Ministry of Public Works.

This project aims to improve the delivery of local services, reduce the vulnerability of the communes concerned, reduce the risks related to seismic and hydro-meteorological hazards and support municipal investments to respond to the high and immediate flood risk in the 6 beneficiary communes. It will also improve the management of the territory in general. Thanks to this project, nearly 330,000 inhabitants of targeted communes should potentially benefit from better services and better living conditions.
