Haiti - Politic : Saturation of the FM band, the CONATEL takes measures

The engineer Jean David Rodney Director General of the National Council of Telecommunications (CONATEL) informs those concerned that due to the saturation of the frequency band allocated to the FM broadcasting and the harmful radio interference interfering in particular the aeronautical communications, the following measures are adopted :

1 - The moratorium decreed on June 30, 2017 for the metropolitan area of Port-au-Prince the FM band, the CONATEL takes measures https://www.haitilibre.com/en/news-21411-haiti-notice-moratorium-on-the-granting-of-fm-radio-frequencies.html is extended to the North and Artibonite regions for the granting of operating licenses for FM radio stations.

2 - The previously granted licenses whose validation period are coming to an end and whose owners request renewal, will be the subject of a thorough technical analysis before any decision.

3 - Stations operating without authorization from CONATEL are ordered to immediately stop the fraudulent use of radio frequencies. Otherwise, the Regulatory Body will close them notwithstanding the penalties provided for in Article 144 of the Decree of 12 October 1977 which reads as follows: "Are liable to imprisonment of one to three years and to a fine of one thousand to five thousand gourdes those who negligently or recklessly obstruct or hinder, interrupt or have interrupted, paralyze or have paralyzed telecommunications services.

If the offense committed affects Public Services as a result of fraudulent activity, the maximum of both penalties will be applied. In case of recidivism, they will be doubled.
