Gaillot Dorsainvil, the President of the the Provisional Electoral Council (CEP) has announced the official opening this Thursday, February 17, 2011, of the campaign for the second round of presidential and legislative elections. He asks to the candidates to discipline their supporters and to ensure that the civility policy is the rule, calling for the respect, particularly of the Articles 116 and 117 of the Elections Law (1). According to schedule, the campaign will end next March 18.

He wanted to be reassuring, saying that the CEP is taking arrangements to provide the necessary corrections at the electoral apparatus in accordance with the recommendations contained in the report of the expert mission of the Organization of American States (OAS), stating that the election is an activity with shared responsibilities "We have no right to disorder and anarchy. We need to show patriotism, because the world is watching us [...] We must show that we can raise ourselves to the height of our responsibilities".

The two candidates, and Michel Martelly Mirlande Manigat therefore resume the campaign for the second round of presidential elections in Haiti, they will travel throughout country to present their programs and try to convince the electorate to vote for them.

Mirlande Manigat promises a clean and human government with with a development plan by-step. She focuses on social justice, the fight against corruption and recovering of the sentiment of patriotism. The candidate is in favor of the gradual withdrawal of the UN Mission for Stabilization in Haiti (MINUSTAH).The candidate will give a press conference today and is expected to officially launch her campaign tomorrow.

For his part, Michel Martelly promotes the change in the lives of the Haitians to meet the basic needs of the population, whose 80% live in poverty. In his view "we must lead by example. If you act in a transparent and honest manner, the people will see it and will be your friends" If elected he thinks work with the Minustah to create a national army force to ensure security in the country when the soldiers of the Peace will leave the country. Michel Martelly accompanied by Wyclef Jean launches his campaign today in Cap Haitien.

(1)Article 116 :

The candidates and their supporters must observe a proper attitude in their electioneering. They must refrain from any incitement to violence and disorder that could endanger the lives and goods of the people subject to penalties under the Penal Code.

(1)Article 117 :

During the electoral campaign, the controversy should not focus on public life of the candidates, their programs and their credo political. It is a requirement that candidates and their supporters, make use of moderation and common sense, honesty and mutual respect.
