Haiti - Education : The Ministry alarmed by student demonstrations !

Thursday, Pierre Josué Agénor Cadet, the Minister of National Education, Prime Minister Jack Guy Lafontant and Jude Alix Salomon the Minister of Economy answered questions from members of the Senate Committee "Education and Vocational Training", around including the regularization of teachers and payment of salary arrears.

Minister Cadet and Prime Minister Lafontant affirmed that the entire State apparatus was mobilized to provide a speedy response to the problems of teacher regularization in the classroom, without a letter of appointment, as well as the payment of arrears of wages.

The Prime Minister confirmed that he had given instructions that measures be taken as soon as possible to satisfy the teaching staff of public institutions.

Moreover, the same day in a statement the Ministry said "deeply alarmed" by the demonstrations of students in several cities of the country, "at the instigation of teachers and / or trade unionists"...

While recognizing the right of any teacher to assert his claims, the Ministry finds it "unacceptable that at a time when the government is making enormous efforts to solve this problem, where teachers without title and quality find themselves in the classroom, students are used to block roads and the normal operation of public and non-public schools.

The Ministry wonders "[...] How to understand the stopping of courses in a high school because of absent teachers while most (about 95% or more of the staff) of teachers are normally paid by the State?

For example, out of a total of 113 teachers at the Tertulien Guilbaud high school in Port-de-Paix, 105 are budgeted and regularly receive their salary, only 7 cases are pending appointment and their file is being processed.

In Faustin Souloque high school in Petit-Goâve, out of 104 teachers, 98 regularly receive their salary and only 6 teacher files, currently being processed, are waiting to be regularized. Four other teachers are waiting for payment for a second chair.

At Sténio Vincent high school of St Marc, out of 102 teachers surveyed, only 5 of them are not yet enrolled in the state budget. In addition, there are 72 hours of overtime that could be used for another high school that would have needs.

How can a regularly paid teacher, who does not come to take his course, encourage students to go to the streets? Where are the probity, ethics and morals of such a teacher ? [...]"

The Ministry reaffirms its willingness to solve the problem of teachers without a letter of appointment in the classroom and the payment of salaries and warns all concerned to resume their courses immediately, in order to avoid sanctions. disciplinary and legal actions against them.
