Haiti - Politic : Opening of the International Forum on State Reform

Thursday at the BRH Convention Center, President Jovenel Moïse, accompanied by Prime Minister Jack Guy Lafontant, Presidents Joseph Lambert (Senate) and Gary Bodeau (Chamber of Deputies), Josué Pierre-Louis, Coordinator General of the Office of Management and Human Resources (OMRH) and several members of the government, proceeded to the official opening of the International Forum on the Reform of the State.

This 2-day forum is intended primarily to contribute to the consolidation of the initiatives to strengthen governance and institutional capacity in the country. It focuses on the themes of democratic governance, modernization of public administration, innovation in the public sector, decentralization and local governance.

The Head of State stressed the importance of governance based on strong institutions operating on the basis of principles, rules and procedures convinced that there is no "good governance" without good administration.

"This international forum offers us the unique opportunity to share knowledge, experiences, set priorities and recommend a course of action," said Moïse in his speech because he believes that no State in the twenty-first century can claim to position itself in the international competition and aspire to the well-being of its citizens without a competent administration "This forum whose acts will be used as ingredients for the formulation of the next framework program of reform of the State is a place of experiences sharing in order to capitalize on the strategic choices of reforms and to draw inspiration from good practices that have allowed some states, for the most part, having characteristics similar to ours, to record conclusive and tangible results [...]"

Josué Pierre-Louis, accompanied by some international experts invited to the forum, for his part pointed out the progress that has been made in the context of state reform efforts: a set of normative texts have been adopted, notably the two draft bills on, respectively, the Organization of State Administration and the General Statute of the Civil Service; the launch of major projects, including the census of civil servants to feed the "Central File" https://www.haitilibre.com/en/news-10684-haiti-politic-general-census-of-80-000-public-servants.html ; the implementation of an integrated human resources management system (SIGRH) currently covering the needs related to career management has been developed https://www.icihaiti.com/en/news-14546-icihaiti-technology-training-on-the-use-of-the-central-file.html ; institutionalization of competitive recruitment https://www.haitilibre.com/en/news-22656-haiti-politic-recruitment-of-12-000-civil-servants-over-5-years.html ; the consolidation of the pay database on the initiative of the Ministry of Economy and Finance, with the participation of the MENFP, the MSPP, the PNH, and regularization of contractual by the OMRH.
