Haiti - Technology : The country to the space time

On May 15 at the international conference "Understanding Risk 2018" organized by the World Bank in Mexico City, the National Center for Space Studies (CNES, France) and its Haitian partners organized a session dedicated to the activities of the "Recovery Observatory" (RO).

Some 40 speakers, including the World Bank (WB) United Nations Development Program (UNDP) and the Copernicus program of the European Union, exchanged on the use of satellites for risk management in Haiti . This workshop, jointly organized by the National Center for Geospatial Information (CNIGS, Haiti), the Directorate of Civil Protection (DPC, Haiti) and CNES, provided an update on the RO project.

Let's recall that the project RO, for a period of 4 years aims to accompany the reconstruction of Haiti. It is part of the continuity of the International Charter, which now includes 17 space agencies that allows the use of space technology, without exchange of funds, in the service of rescue teams during major natural hazards. To this end, it uses some thirty optical and radar satellites to collect intensive satellite data and generates derived cartographic products to support, among other things, recovery operations. It should be noted that thanks to these satellite data it is possible to draw up thematic maps for Haiti on land use planning, land use characteristics and land use, environment, agriculture, prevention of erosion risks, floods and other natural hazards.

During the session, Yolène Surena, the Deputy Director of the Haitian Civil Protection (DPC) announced the formal application of the DPC to the Universal Access Charter, in order to be autonomous and sovereign in the triggers on its territory. CNES will play an active role in supporting this candidature by supporting the training of the DPC but also the National Center for Geospatial Information (CNIGS) Haiti whose Boby Emmanuel Piard the Director General was one of the speakers of this session.
