Haiti - FLASH : OAS, Haiti's abstention vote, Special Adviser of Moïse precise

Guychard Doré, Special Adviser to President Jovenel Moïse, explained that the Haitian Government, by its vote of abstention at the 48th General Assembly of the Organization of American States (OAS), along with 11 other countries "refused to interfering in Venezuela's internal affairs" https://www.haitilibre.com/en/news-24590-haiti-flash-the-oas-does-not-recognize-the-venezuelan-elections-haiti-abstains.html

"Haiti's abstention in the vote on the legitimacy of the elections and the future of Venezuela within the OAS means that the country is and remains a partner of the Bolivarian Republic, but recognizes that there is discomfort in this country," said Doré, recalling that Haiti and Venezuela have diplomatic relations based on the principle of non-intervention in the internal affairs of countries. Note that it was Chancellor Rodrigue who congratulated the re-election of President Maduro and that no message of congratulations from President Moïse had been sent officially through diplomatic channels... Finally, let us emphasize that Venezuela is also the main creditor of Haiti with 90% of the total debt of Haiti, more than 2.5 billion US dollars (April 2017).

Note that the Dominican Republic voted in favor of the resolution alongside 18 other countries, declaring illegitimate the Venezuelan electoral process that led to the victory of President Nicolás Maduro Moros on May 20, not being able to take the risk of alienating the United States, the leading economic partner in terms of exports. The Dominican Chancellor, Miguel Vargas, has asked the hemispheric organization to seek a peaceful, democratic solution to the situation in Venezuela. Recalling that "[...] several factors have been combined to derail the process of dialogue that took place in Santo Domingo, denouncing a real lack of willingness to reach agreements between the parties to the conflict, both on the Government side that the Venezuelan opposition.

It should be noted that the Dominican Republic paid $2 billion in 2015 to Venezuela to pay 98% of its debt to this country.
