The annual document, transmitted by the Department of State to Congress this Thursday includes 20 producing countries or that are used for the transit of drugs, to consumer countries. Haiti once again is on this list as a transit country.

The report highlights in particular the Burma, the Bolivia and the Venezuela which "manifestly fail" to their obligations to fight against drug trafficking. The document notes that the main economic activities in Bolivia are not subject to control against money laundering, than in Burma, [second largest producer of opium after Afghanistan] "arrangements" were observed between the government and traffickers, for the Venezuela, according to Washington, "this is a major transit country for drugs on the American continent"

International Narcotics Control Board (INCB) notes that natural disasters have also posed new challenges to the drug prevention efforts in Central America and the Caribbean. Before the quake, Haiti was already known to be used as a major transit area for illicit drug shipments bound for North America owing to its long and poorly patrolled coastline, as well as the presence of several clandestine airstrips on its territory. The magnitude of the destruction that occurred and the resulting loss of capacity of the Haitian State have given rise to fears that the country may be increasingly used as a trans-shipment area for illicit drugs.

Countries on the black-list:

Afghanistan, Bahamas, Bolivia, Burma, Colombia, Costa Rica, Ecuador, Guatemala, Haiti, Honduras, India, Jamaica, Laos, Mexico, Nicaragua, Pakistan , Panama, Peru, the Dominican Republic and Venezuela.
