Haiti - PetroCaribe : Denial of the Government Commissioner

Me Oname Clamé Daméus, the Commissioner of the Government of Port-au-Prince, denies having asked the investigating judge Paul Pierre to dismiss the PetroCaribe case as a rumor suggests... He claims to have explained to the judge thr legal obligation to wait for a "judgment of debut" (arrêt de débet) of the Superior Court of Audit and Administrative Dispute (CSC/CA) before opening an investigation and wishes that the judge publishes an order to explain that it is in waiting for this debut order to open the investigation investigation.

The case is still open, assures Daméus who says he is ready to launch the warrants to bring against the accused persons from the publication of this judgment.

Note that a "arrêt de débet" is made in the case of irregular public funds management pursuant to Article 19 of the Decree of 23 November 2005 on the organization of CSA/CA which states "The decision that commits the Accounting financial responsibility of law or fact either by finding embezzlement, misappropriation, theft or extortion either by falling within wrongdoing to the Treasury or to the financial interests of local governments and autonomous bodies takes the title of 'arrêt de débet'"
