Haiti - France : The National Court of the Right of Asylum, not convinced by the arguments of Haitians

The National Court of Asylum (CNDA) in France, which rules on the files of applicants rejected by the French Office for the Protection of Refugees and Stateless Persons (OFPRA), experienced a 9.5% increase in the number of appeals last year, according to the annual report of the CNDA published Friday.

Thus, the report states that the National Court of Asylum "registered 58,671 new appeals in 2018", which states that the first countries of origin of the applicants were "Albania (9%), Guinea and Haiti (6%)"

The report states that for Haiti there were 3,346 appeals (1,813 women and 1,533 men) in 2018 against 5,080 in 2017, a decrease of 34.10% "With demand down by almost 35% between 2017 and 2018, Haiti passed from the 2nd to 3rd place among the countries before the Court. The Haitian claimants, in 2018, continue massively to raise fears related to their political commitment, private conflicts and the activities of local criminal groups. The prevailing context in Haiti, marked by political protest, corruption, insecurity and lack of socio-economic prospects, is a fertile ground for the exile of a disenchanted population," the report said.

In 2018, out of 4,183 decisions in Haitian cases (2,097 women, 2,086 men) only 40 Haitians obtained court protection, 26 refugees under the Geneva Convention (14 women and 12 men) and 14 under subsidiary protection. (9 women and 5 men), a protection rate of 1.1% for women and 0.8% for men.
