Haiti - Justice : Detention, a slight improvement...

The Office de Protection du Citoyen (OPC) has announced in its quarterly report that an improvement had been observed at the level of the situation of detainees in the country. The document indicates that criminal hearings have been held regularly over the last three months and the criminal hearings are daily.

The latter have helped solve 132 cases and withdraw 120 person from the preventive detention. Remember that in November 2010 the National Network for the Defence of Human Rights (RNDDH) in a study reported out of a total of 5.601 inmates identified at October 25, 2010, 1.384 are convicts against 4.217 in custody (preventive detention), and more importantly, the people judged and condemned are sent in detention without any notification, which means that the prison administration is not officially made aware of the term of their sentence. Only 12% of condemnation recorded by RNDDH were notified to the prison authorities.

Still according to the OPC the rate of preventive detention would have declined from 84% to 70%. The OPC also noted that the collaboration between the institution, police and justice has been "revitalized"...

An improvement that is still very low... given the number of "detainees" still in custody in Haiti and the precarious conditions of detention.
