Following a correspondence of the Superior Court of Accounts and Administrative Litigation (CSC/CA) sent on March 14 to the Senate, informing him that the Upper House had also managed projects financed by PetroCaribe funds to the tune of 50 million, transferred to the bank account of the Senate in September 2012 and requesting explanations and all the documents relating to these projects https://www.haitilibre.com/en/news-27215-haiti-justice-the-csc-ca-reveals-that-the-senate-also-managed-petrocaribe-funds.html , the former Senator Simon Dieuseul Desras former President of the Senate at the time reacted strongly...

He argues that contrary to what the CSC/CA argued in his correspondence, the Senate never received the $50 million of which it is a question and accuses the Bank of the Republic of Haiti (BRH) of being responsible for this maneuver, being according to him, unable to provide explanations to the Court for certain disbursements... without further details to support the accusation...

He ensures that for the period 2008 to 2016, all disbursements were made on the basis of resolutions in the Council of Ministers and challenges to present as proof a copy of the resolution authorizing the Central Bank to transfer these 50 million from the Fund Petrocaribe on the bank account of the Senate.

He concluded by stating that if such a transfer of funds from the BRH to the Senate had existed, the CSC/CA would have seen it during the audit of the Upper House for the fiscal year 2011/2012, year for which the Senate got discharge.

Note that the final CSC/CA audit report on the use of PetroCaribe funds is expected to be submitted to the Senate next April.
