Haiti - FLASH : Mexico suspends the issuance of safe-conducts to Haitian emigrants

The National Institute of Migration (INM) announced that the Mexican Government had suspended the issuance of safe-conducts to migrants from Cuba and Haiti.

The INM explained that this decision was made because a network of lawyers benefited from the scope of Article 136 of the Migration Act, which facilitates the regularization of aliens to divert the use of this document.

Recall that these safe-conducts grant a 30-day protection during which the INM must respond to the beneficiary's request for regularization, but this document was used for other purposes, for example as a way out of the migration station, to move freely in the country towards the North and to go to the American border...

Recall that Mexico, which is under heavy migratory pressure, is threatened by the Trump Administration with strong taxation of its exports to the United States, if Mexico does not make sufficient efforts to fight against illegal migrants mass north and try to enter the United States illegally.

The INM reported that in recent weeks, several attacks of migrants against its facilities and staff, involving Cubans and Haitians, have been reported. In Tapachula (Chiapas) the damage to the INM offices during one of these attacks forced the temporary closure of these offices...

For the first two months of the year, 18,846 requests for regularization were submitted to the INM (16,611 Central Americans, 113 Cubans, 391 Haitians, 683 Asians and 624 Africans). Of this number, 13,643 were refused and returnees repatriated (more than 95% in Central America)
