Haiti - Security : DINEPA in trouble in the «hot» neighborhoods

Edouard Guito, the Director General of the National Directorate of Drinking Water and Sanitation (DINEPA) highlighted the difficulties encountered by its technicians and firms to perform hydraulic infrastructure works in the area extending from 1st avenue Bolosse to Mariani. Recalling that these installations are more than 50 years old and difficult to renovate or reconstruct in these areas. Stressing that tenders worth more than US $ 8 million have so far been unsuccessful, with firms refusing to participate because of the prevailing insecurity in the districts concerned by the works.

Guito Édouard explained that in order to solve the problems of access to drinking water in areas of precariousness, deemed violent, it was necessary to carry out awareness campaigns aimed at changing the behavior of individuals. As a result, last week, the DINEPA and the National Commission for Disarmament, Dismantlement and Reinsertion (CNDDR) signed a memorandum of understanding to facilitate the mediation, awareness and support of beneficiaries for better ownership Potable Water and Sanitation projects.

According to this protocol, the CNDDR undertakes, on the one hand, to provide DINEPA with daily support during the execution of the West Program of Port-au-Prince III in the areas of Cité Soleil, Bizoton, Bolosse, Martissant, Fontamara, Diquini and Mariani and others to facilitate access to DINEPA staff and those of private hydraulic engineering firms who will have to work in these areas.

These various works, which will stretch from 2019 to 2021, will contribute to strengthening the production and distribution of drinking water in the Port-au-Prince Metropolitan Region and particularly in the aforementioned areas and neighborhoods.
