Haiti - Economy : Ronald Baudin and Charles Castel will have to give explanation regarding taxes

The Senatorial commission "Economy and Finance" has convened for tomorrow, Wednesday, June 1, Ronald Baudin, Minister of Economy and Finance and Charles Castel, the Governor of the Bank of the Republic of Haiti (BRH), to answer questions about the new taxes on remittances [U.S. $ 1.50 per transfer incoming or outgoing] and the incoming international calls [5 cents per minute], which should enter into force respectively on June 1 and 15, 2011.

In the view of Senator Pierre Francky Exius, the Governor of the Bank would be one of the primarily responsible of this projectn stressing that the imposition of any new tax, should be the subject of a law passed by the Parliament.

However, the BRH, has carefully avoided to talk of tax in its circular # 98 dated May 20, 2011, justifying this levy of USD$1.50 as a "Cost of testing, certification, operation and inspection", which in terms of obligation of the law makes all the difference... A workaround that might nevertheless be not appreciated by the Senatorial commission...
