The Immigration and Customers Enforcement (ICE) repatriation flight on Tuesday landed as scheduled at Toussaint Louverture International Airport. However, of the 78 Haitians initially expected on this flight, only 30 were on board, 16 of them had a criminal history. The others were expelled because they lived in an irregular migration situation in the United States.

According to Jean Negot Bonheur Delva the Director of the National Organization for Migration (ONM) the American government declared that all the returnees had been tested negative to Covid-19, adding that the group would nevertheless be placed in quarantine and tested again at the end to be placed in isolation if necessary.

Eddy Jackson Alexis, the Secretary of State for Communication explained that Prime Minister Joseph Jouthe had met with the United States Department of State to avoid, for the moment, the deportation of Emmanuel Constant, dreaded Chief of a paramilitary group after the overthrow of President Jean-Bertrand Aristide in 1991.

Alexis said that if "Toto" Constant was deported from the United States to Haiti, he would be arrested but would also be eligible for a second trial. Constant having denied the accusations of murder and torture. Haiti fears that his return will further destabilize the country.

This is the 4th eviction flight to Haiti since the pandemic, and the return of 276 Haitians, some of whom have tested positive.
