As part of the initiative of the Minister of Haitians Living Abroad (MHAVE), Louis Gonzague Edner Day to engage in a dynamic of consultations with various organizations of the diaspora in order to set up, make active or make the following of various projects aimed at strengthening relations between the Haitian Government and its diaspora, Minister Day organized a video conference on June 6 with "The United Front of the Haitian Diaspora" (FUDH)

Minister Day was accompanied by the following participants: Joelle Thybulle, Didier Davoust, Frantzie Simeon and Victor Day.

Judge Lionel Jean Baptiste, President of the FUDH was accompanied by the following participants : Albert Decady, Firmin Backer, Aldy Castor, Frantz Bourget, Joel Augustin, Joseph Champagne, Charlot Lucien, Jean Junior Morisset, Ludovic Comeau, Yvans Morisseau, acques Bartoli, Georges May Figaro, Joel Augustin, Eberle Armand and Georges Gabrielle Paul.

Under the Presiding Officers of Judge Lionel Jean Baptiste, the question of the enjoyment of civic rights and the vote of the diapsora was discussed :

• Of the CORHAVE Project (before bill tabled in 2018);

• To structure the complete reintegration of the diaspora to allow the diaspora to vote;

• Recognition by the Haitian State of the diaspora as a de facto contributor to national development;

• Integration of the diaspora in the negotiation and consensus-building phases;

• To authorize the National Identification Office (ONI preferably one year in advance) to ensure the registration of Haitians living abroad, by setting up registration desks within different diplomatic representations;

• To make the polling stations operational and to favor the mechanism allowing the exercise of their voting rights;

• Active participation in the functioning of the state

• Representation in Parliament.

FUDH proposals :

• Establish a diaspora registration process. Fundraising and logistics allowing it;

• Propose "The National Diaspora Plan" document necessary to advance in their approach to integrate the development of the country;

• Be part of any commission set up concerning the diaspora;

• Put in place structures or systems in missions to encourage remote voting;

• Plan a monthly debriefing meeting between the FUDH and the Minister of MHAVE;

Following the demands and proposals of the FUDH, Minister Louis Gonzague E. Day proposed to the diaspora :

• To participate in the development of the Organic Law lacking in the Ministry since the date of its creation in 2002;

• To plan a meeting with the Director of the ONI in order to discuss the mechanism allowing the registration of Haitians living abroad;

• Transform the National Education Fund (FNE) into a Diaspora Development Fund that it can administer itself;

• The creation of a diaspora investment book;

• The establishment of a diaspora skills bank.
